In the EU VoLTE seems to work with most providers but there are issues with some providers. I think the sailfish OS forum has a compatibility list. Not sure how the situation is in the US as, this does depend on providers.

If multiple (or even countless) people die because of your grave negligence (which is the most benevolent way to look at it) I don’t think the appropriate judgement is a fine.

I think the legal questions should be fairly simple. The company selling the AI service should be liable for every error made and by that I mean all the way up to the management into the CEO’s office. Of course, that will never happen but it should happen.

Deutschland war schon vor 50 Jahren in der Steinzeit wo andernorts schon alles über Lochkarten lief musste man da noch alles per Antragsformularen erledigen. In anderen Mitgliedsstaaten läuft das deutlich problembefreiter. Frankreich zeigt auch vor, dass wenn der politische Wille da ist, digitale Soveränität keineswegs ein reines Luftschloss sein muss.

The EU does complicate Gleichschaltung of the kind we see in the US indeed. This could be observed in Poland and Hungary, that the EU is at least an obstacle to some extend. However, like I said. Even that can only take so and so much erosion of institutions, especially once the populist authoritarians, energised by Russian support take over a majority in the EP and the Council (with the help of voters of course).
