In areas with largely segregated populations, it takes a different appearance; they make a mostly black district, excluding any wealthy areas and businesses that would contribute taxes, and then you dont have to defund when theres no funds to start with, and those few funds go to a police department that hires from outside the district. The point is that Trump’s education policy is not unique or new, and the republicans don’t have a monopoly on racism; structural racism in education has a bipartisan consensus.
